They decrease incumbents’ reelection rate by 15pp and benefit the runner-up of the previous race as well as new candidates. Incumbents are less likely to get reelected because they are less likely to run and get a lower vote share, conditional on running (4/n).

It’s more likely than not that more than half of these council members will not be here next term. Not just being termed out but when the state compels us to reduce our size. You guys are playing a losing game to get reelected to districts that may or may not exist
