"The rest" was a list of conditions which were not met, so I'm not sure why it's a factor in determining what is or is not allowed.

The first sentence stated the "required ... use", which was as a second home. Maybe that's not an accurate description of the terms.

My *guess* is that Roberts, a conservative Catholic, is a big fan of the unitary executive because within that system, all power flows from the top, much like the Catholic church.
