"The rest" was a list of conditions which were not met, so I'm not sure why it's a factor in determining what is or is not allowed.

The first sentence stated the "required ... use", which was as a second home. Maybe that's not an accurate description of the terms.

My *guess* is that Roberts, a conservative Catholic, is a big fan of the unitary executive because within that system, all power flows from the top, much like the Catholic church.

Crudely put. Roberts wants Trump to be the Pope of the United States.

Forget the rest, which refers to the property's use in other ways - that didn't happen, and therefore is irrelevant.

The initial sentence looks to me as if it's saying the only use of the property is as a 2nd home.

Or possibly sedeprivationists: current occupant of the papacy is a Pope "materially, but not formally" They are the elected Pope but are considered to lack the fullness of papal authority.
