With extremely significant caveats, kind of. On a per puff basis, sure, but there's a lot more to it, including the fact that most vapers vape a lot more than they'd smoke because it's easier and they can more often do it inside.

Vapes (& other low-risk, smoke-free nicotine options) already rapidly replacing deadly cigarettes as consumers & producers switch to safer & much preferred options. US vapers will outnumber smokers in 2-3 years (graph). Real market disruption like EVs replacing fossil fuel cars
