The vast majority of DHS current funding for ICE came from the so called "Big Beautiful Bill" under Trump. That funding was coming one way or another. Refusing to vote for Kamala Harris and/or encouraging other people to do so would absolutely not resulted in lower ICE funding.

You can critique Biden funding ICE all you want without indulging the fantasy that "both parties are the same" or suggesting that Biden should be driven out of office in the next election For what was generally a mainstream policy position held by most of America at the time.
