I got the impression they ran out of budget for the final episode. Lots of reused material, then it suddenly flashes through all the events in the manga up to the festival scene. It wasn't a great way to end it. But I enjoyed seeing glimpses of what the show could've been had it continued. +

In the anime/manga, Sasuke was so out of Naruto's league they thought he was using steroids
