This is a city state held together by duct tape, sea shanties, and whatever the hell Merlwyb is doing. At this point it makes me realize that yeah she probably had to scare them all into compliance because otherwise you know shit would be so much worse (which is saying something at this point)

Like, even as someone who loves Limsa...yeah it feels like people don't even read the in-game text about Limsa. Even Merlwyb acknowledges a lot of the shit Limsa deals with is their own damn fault because of how they've treated the Kobolds & Sahagin.
