Maybe think about it like this: if a shop-owner shoots a guy in his store and says "he was stealing", would you expect the cops to come out? And if they did, would they arrest the shopowner for murder, or would they just write a brief report and leave?

These two were tasked on testing out the new public indecency prevention technology. It wouldn't even take a couple of thrust before they become stiff. Within 10 minutes all that was left was 2 smooth plastic men. Stuck faceless in pure pleasure until they are returned to flesh by the shopowner.
