16.Israel won't occupy Gaza, withdraws as stability and demilitarisation progress.
17.If Hamas rejects the plan, areas handed over from the Israeli military to the ISF will proceed.
18.Interfaith dialogue launched to promote "values of tolerance and peaceful co-existence."
19.Reforms pave the way for "Palestinian self-determination and statehood".
20.The leads talks for a peaceful political future between Israel and Palestinians.

The Office of Management and Budget sent a notification to Congress about their intent to use research and development funds to pay members of the military, two sources with direct knowledge tell NBC News.

A spokesperson for the OMB confirmed to NBC News that it plans to use the research and development funds and that there are two years' worth of funds available within the Department of Defense.
