It is not so long ago that disability policy was bipartisan. I taught at the Bush School, and George H.W. Bush would talk about his pride in signing the Americans with Disabilities Act.

This lede imputes an emotion to Vance (he “watched with pride”) that can’t be known and then quotes with no analysis, his over-the-top claim about the “unbeatable power” of the artillery shells.
