What's funny about these empty threats is not only that everyone would prefer that, but none of them are actually going to do it. There is no other job that pays you 200k a year to play Candy Crush on your phone and gives you immunity to commit crimes

I think it has to be deliberate because otherwise like, Artoo can record and play back specific sounds, and clearly understands words, so there should be nothing preventing him from saying stuff

there's also the years-long threads on the publisher's sites that keeps getting marked as resolved, and people keep replying that the described solution doesn't work and the issue isn't resolved.

Well, these officers broke a law, so I guess we have no choice but to send masked officers to tackle them in the streets, hold them in prison camps and ship them to a country they've never been to. Look it might seem harsh, but they shouldn't have broken the law.
