This is exactly the problem. People online already have a hard time telling what's real and what's not. It isn't just that the slop is lying, it's that it can be used to obfuscate that the real stuff is real.

I've always been in the camp that it's sincere, but deeply misunderstood. It's specifically advice for a ruler in a specific kind of situation (having recently conquered a city), and if you want to learn about the right way to govern other sorts of cities to check out his other writings.
