Unless you're going full surveillance state it's not realistic to expect that every instance of speeding can be caught.

Sure, there are systems that can be improved but "more cops and more regs and more inspections" is wildly over simplistic.
It's not feasible to have enforcement stopping ever truck at every bridge for a quick measure.
Regulations already exist.
Being overheight is only relative to a particular road and wouldn't be caught with general inspection.
Like most issues, I think it comes down to (lack of) driver training.

I'm looking for something I can load up for camping, pull a little utility trailer and a u-haul motorcycle trailer from time to time, and generally use to run up forest service roads to do photography shit. I think with the right tires the 240 could do it...

The Volvo 240 wagon has had a hold on me ever since I was a child and my parents bought one as their first brand new car back in the '80s. It would be wholly irrational for me to buy one as a utility vehicle.

Yup. I absolutely love my 2012 S60 (the Volvo SI6 turbo is a criminally underrated engine) but I don't think it's ever going to be a terrible restorable vehicle and someday I'll have to throw it away.
I mean, I know 20-something leftist lesbians who love Harleys but that doesn't change the overall demographic. Also, even boxy Volvos are EFI and much more difficult to find parts for than a 1950s barn find. Old D- and L-Jet electronics are often nearly unobtanium. Not as easily restorable.
I think the appliance-ization of cars plays a role here too. When a car becomes something you need for commuting because there's no viable mass transit it's difficult to romanticize it as a representation of freedom and as a result younger generations (understandably) don't care as much about them.
I was really just there to get some candid shots while the main photographer worked carefully through a roll of 120 and then that scene just landed in front of my camera as they were scouting and I had that "oh shit if this comes out it'll be fire" moment of joy and panic.

A big thanks to @victoriascott.bsky.social for drilling it into my head that, with digital, ISO isn't real. Aside from obscuring the license plate (and Bluesky compression) this is a jpg straight from the camera.
Occasionally I take some photos that aren't on film. Space Needle at ~3 am.
We destroyed mass transit and turned cars into a requirement for participation in society which in turn made cars into appliances as opposed to vehicles for joyful pleasure.
