Yea, Canadian wait times can be really bad. Finding a family doctor can also be extremely challenging. We had the opportunity to move back, and live in SW Alberta, but there were no doctors within three hours, so my husband declined the job offer.

Record labels don't book tours. The artist's management and booking agent takes care of this, which means the artist is involved in deciding which cities/festivals are included.
