Looks like Idaho said to hell with measures that protect the public from the spread of many infectious diseases.

The law removes authority that supports basic infection control, including a sweeping ban on medical interventions (treatment, medications, vaccines etc) & ambiguous exemptions for PPE.

The Winged Monkeys weren’t evil, but mischievous. Long cursed into the service of whoever wore the Golden Cap, they only obeyed the commands given.
Glinda the Good Witch later gave them three final tasks, then gave the cap to their King, freeing them forever from the spell.
