The "national agencies" haven't "caught up" because reusability doesn't actually serve much need outside of megaconstellation spam (which both SPX and BO are or want to engage in)
Potentially a big deal for space. SpaceX had a monopoly on this trick for about a decade. None of the national agencies have caught up. Now, there are two players.
