The whole idea of counter-majoritarian institutions rests on the idea that the <baseline> institution in a democracy - majoritarian popular election of the legislature - <actually> exists. Only then can you <counter> the tyranny of the minority with other institutions. We need the first one first!

No, they did NOT “fail.” Saving money was never their goal, despite the ridiculously credulous NYT. The goal was stealing the databases and wrecking the agencies, and they completely succeeded.
