1: we need the legal protection from private overreach
2: no state is going to put something like this into law, without also still leaving the illegal content clause there.

i imagine, if he paid people proper wages for the work, and adhered to reasonable labour rights etc. he wouldn't have issues finding labour.

but yeah this stinks of "new laws" to enslave more people, to make the rich richer.
because labour camps are def a thing good nations do!
