In 1992, a panel reviewing the labour code proposed adopting sectoral bargaining, but the government failed to act. “Every single person, every British Columbian, knows work is not the same. We need a different model," Alicia says.

And as she explains, there are benefits to business too. "It’s resource-efficient for the employers and for the union, because it means you only have to negotiate one time. It also means that you’re raising standards for all these workers."

Many of those workers are employed in small, spread-out workplaces — not the kind of centralized work sites that our labour laws were designed for.
