Disobeying illegal orders cannot be sedition. The Uniform Code of Military Justice, article 92, requires service members to follow LAWFUL orders. If an order is illegal, they have a duty to DISOBEY. Obeying an illegal order can result in criminal liability.

There are a number of Congressfolk in both parties that have security clearances. POTUS is able to grant access to classified info. Those with clearance/access can do a preliminary review and remove anything that is a real threat to national security.
This idea now being parroted by Johnson in his panic stricken press conference came straight from Donald Trump. Trump is terrified.
