I know how hard Commissioner Avalos and so many others worked for this, and it's truly incredible to know this has finally come to fruition. What a massive accomplishment for our city.
Now, in 2026, the Community Board for Police Accountability is seated and beginning its work!

That is not symbolic.

That is structural change.

Their voice matters. Their independence matters. Their integrity matters.

This took years. Today we honor that work.

A reminder that when Jo Ann Hardesty worked to push this forward, the police union and some officers leaked a false claim to the media that she’d been involved in a hit and run.
Today was a full-circle moment. 💕

In 2020, Portland voters passed police accountability reform with 82 percent of the vote. That didn’t happen by accident. Community members organized, testified, drafted language, debated structure, and refused to accept a system that wasn’t working. 🧵

Portland is a stronger and more just city bc of @candaceavalos.bsky.social work on community led accountability for police. The work only continues but this landmark is so heartening. Portland is lucky to have these leaders!

I’m proud to stand next to my fellow Council colleague, Sameer Kanal @kanalforportland.bsky.social, who staffed the Police Accountability Commission that built out the structure voters approved. Years of meetings. Years of amendments. Years of testimony. Years of legal work.

As the former Chair of the Citizen Review Committee, I had the honor of helping write the ballot measure and working on the campaign to pass it. I chaired the CRC through those years of transition and redesign and saw firsthand how much work it would take to build something stronger.

Standing here with Jo Ann Hardesty, the first Black woman elected to Portland City Council, I’m reminded of the courage it took to lead that fight. Jo Ann carried this measure with clarity and conviction. She showed what bold leadership looks like.
