Correct. They are hanging their hat (or trying to) on 18 U.S.C. 111 as justification for detaining and arresting people. Apart from requiring force, the statute states that the federal officer is engaged in official duties. So what was the official function that is supposedly being impeded?
Also they should ask exactly what "targeted operation" was (supposedly) going on. Who were they trying to detain, where was that person at the moment Pretti was killed, what was the role of these agents in that operation and how did Pretti "impede" it by filming them?
