Three points:
1️⃣If you can noodle around on timing and there's no urgency, it's a war of choice.
2️⃣Wars of choice require Congressional approval. Read the Constitution.

Today President Trump signed the resolution approved by Congress that repeals a D.C. bill that decoupled the local tax code from some provisions of the federal tax code.

It's only the fifth time in the last 50 years that a D.C. bill has been repealed by Congress.
