I've heard people say before, "Well isn't output randomness technically just input randomness for the next turn?" And yeah, technically, but not functionally. There's a potential for the two to bleed over, but it's about principle of showing the player the random effect before asking them to choose.

Input randomness:
the game "serves" a set of circumstances obstacles and other variables that the player has time to read and recognize

Player choice:
the player makes a choice either by pressing a button, playing a card, moving a piece, or in a menu.

Output randomness:
the outcome of the player's input is modified according to a randomized rule or otherwise randomness is incorporated.

A law is an observation that is extremely consistent across observation, such as dark matter. A theory is an explanation of those observations. We don't have a theory of dark matter, but we have a law. It objectively exists, but we can't explain how it works.
