There are even more meanings of performative according to Merriam-Webster. But, used in this context, the meaning seems clear. Even the dictionary (dictionary.com) uses "performative wokeness" as an example.

Yet U.S. presidents have done it before—if not openly. BUT if a POTUS has power to prosecute political enemies, turn the military on its own citizens, rig elections by ordering govs to add House seats,order ICE to ignore probable cause & control media w/threats & bribes, democracy is on life support
