Between Captain Harker from Relic Knights, Captain Arcade from Sine Tempore and Korsan from Infinity, there sure are a lot of Not Captain Harlock miniatures out there.

I suspect, like a lot of Tomonobu Itagaki's antics, it was their way to try and stick out in a crowded field where they didn't have a lot of marketing power, and all those costume unlocks from PS1 onwards certainly granted it some longevity in the home.
Also it was on par with VF and Tekken.
