Well.

The early pdf edition goes up to small settlements.
The backerkit print edition goes up to large towns.
And our latest supplement includes conversions to small boat settlements.
Also there’s proposals for other things on their way.

The system could probably handle cities.

Not really, but sort of.

The settlement has a number of statistics that increase as the settlement develops. These statistics represent abstract and specific advancement. So you might need level 2 tools to build your farm, which increases your food to 3.
