The Trump administration is psychologically incapable of backing down, which means that I would give it even odds that they attempt this.
The biggest obstacle would be that it will be very hard to find a grand jury in Minneapolis to approve it.

The Mississippi, of course, is the river in the heart of every St. Louisian. But I also dream of the Big River - not so big, barely a river - that runs through St. Francois State Park near Bonne Terre, the river I played in when parents took me camping. I’m not sure I’ve been happier anywhere else.

Note that the fascist is not using the pepper spray for crowd control. He is entering a vehicle unimpeded to depart. He is simply using the pepper spray to physically punish an unarmed citizen he doesn't like.
Big clash this afternoon between DHS agents and protesters in a residential street in Minneapolis, following a DHS agent hitting another vehicle. Tear gas was deployed in people’s yards and agents pepper prayed people.
