Yes but hormone replacement and hormone blockers are not insulin. Socially transitioning is a better call since the risk of the medications can be grave. Blaire white has lamented the infertility she got from these kinds of drugs and she wasn't fully aware of the risks as an adult.

The local ICB does not know NHS policy on this and initially just believed my GP over me and when I called she asked me to send her the policy from the PCSE website
So I have, hopefully this resolves it but still, I'm having to do all the work myself

Just to clarify: we don’t actually know whether Hilary Cass recommended a ban on puberty blockers. The Cass Review itself doesn’t say that. Instead, the DHSC sought “evidence” from three “experts”, including her, which was kept secret.
