They go so far as to actually encourage toxicity. Letting players award negative badges (such as the Clown), which transfers redeemable points from the giver to the receiver. There are plenty of users who go out of their way to farm these points through intentional and unreasonable negativity.

Indeed, it starts before where Final Profit begins. We'll get some further digging into familiar characters. And the main plot of Oil Town will be important to the grand plot of the series, leading into Final Profit 2.
