@governor.ca.gov Suggestion. Order your Police to create CHECHPOINTS at the entry of ICE Detention Facilities. Then only allow ICE to pass through if they display a lawfull arrest warrant for detainees. If they don't then arrest them as Kidnappers and free the victim.
