The narrator - here, an old man, probably an authorial alter ego - speaks to an audience of young whippersnappers who don't remember what the last years of the Ming were like: If I told you how it was back then, it'd scare you to death. There was the Fall of Liaodong in the Wanli Emperor's 48th year, and then the Taichang Emperor, who died before his first month was out and passed the throne to the Tianqi Emperor, who was only a silly child still and knew nothing of the world. The Emperor left the business of raising troops and securing supplies to the eunuch Wei Zhongxian, who was busy draining the state treasury dry. The fighting was still north of Shan-Hai Pass then, and the heartland was still at peace. The Chongzhen Emperor didn't have his older brother's luck. Awaiting him were droughts that stretched on for years, or uncontrollable floods, and when it wasn't plagues of disease it was plagues of locusts. On top of that, he had a stingy nature. The fresh-minted ignoramuses running the provincial government offices, who cared more about pleasing their superiors than doing their jobs, submitted an edict cutting funding and supplies for all the courier stations throughout the empire.
