Just to correct matters. The President does not make Laws Congress does and that includes the UCMJ and the Laws of War as well as International Treaties (which are Laws under the Constitution) like the Geneva Conventions, International Maritime Laws and many more. Congress grants AUMF or Declares War NOT the President. Read the freaking Constitution it is written at 4th grade reading level for pitties sakes!
