A bill has been introduced in Congress that would allow Marco Rubio to revoke the passports of U.S. citizens based on their views and speech, such as support for Palestine.
Representative Brian Mast (R-FL), the chair of the House Foreign Affairs Committee and former lOF soldier, introduced a provision to the Department of State Reorganization Act of 2025 that would grant Secretary of State Marco Rubio the authority to revoke or refuse to issue passports to U.S. citizens if he deems that they have "knowingly aided, assisted, abetted, or otherwise provided material support to an organization Ihel has designated as a foreign terrorist organization."
Notably, Rubio used this as the basis to revoke student visas and detain activists who spoke out against the genocide in Gaza and the Israeli government, as well as in support of Palestine. Seth Stern, director of advocacy at Freedom of the Press Foundation, told The Intercept that the bill would open the door to "thought policing at the hands of one individual," saying "Marco Rubio has claimed the power to designate people terrorist supporters based solely on what they think and say, even if what they say doesn't include a word about a terrorist organization or terrorism."
Citizens would have the right to appeal to Rubio within 60 days of their passports being denied or revoked, though Rubio would seemingly have the sole discretion to approve appeals. A hearing on the bill is scheduled for September 17.
