And I mean completely besides the fact (at least as far as I remember) that this and the older cover clearly portray Jaq Draco in Terminator armour despite that never happening in the stories. I am happy to have my memory corrected though.

If I were to speculate I'd say it was specifically created for Ian Watson's Draco series and therefore didn't get used (much?) elsewhere.
