You can add one more chess piece to the board. How does it move and what is it called?

The Bureaucrat. It can move to any unoccupied position on the board, but cannot capture pieces.
It's just there to get in the way and slow things down.

Where I live? Would NOT surprise ME...w/ Gov. Assbutt & AG Paxton up there? ANYthing's possible. Just so happens THE 2 HIGHEST R-VOTING DISTRICTS in the USA, not just TX, are where I live. Mine WAS #1, now #2 behind 1 to the North, where the worst measles breakout was. Go figure. HELP! Mind chat?
