Believe pretty strongly citizenship should be irrevocable. Even in cases of fraud there can be other criminal penalties but don’t think that denaturalization is a remedy that should be available to the state in any case. Your citizens are your citizens.

A case I learned about only recently (INS v. Chadha) also means that a single house can’t really take any meaningful action on its own accord (aside from its self-governance powers) even if the power is expressly to the house by law!
