The Office of Management and Budget sent a notification to Congress about their intent to use research and development funds to pay members of the military, two sources with direct knowledge tell NBC News.

A spokesperson for the OMB confirmed to NBC News that it plans to use the research and development funds and that there are two years' worth of funds available within the Department of Defense.

It's a pattern. He did everything he could think of, much of it unlawful, to conceal his possession of government material at Mar-a-Lago.

It took a warrant and a Circuit Court order to discover what he had and how he'd told his agents to lie to the investigators.

Ironically, while the criminal standards are very exacting and hard to apply, impeachment for "treason, bribery, and *other high crimes and misdemeanors*" is open to allow impeachment for whatever Congress decides is an impeachable offense.
