Being Republican means you don't have to know how things work in order to know how to fix them.
This is a pretty stunning admission, he doesn't appear to know how group insurance works. Toyota/GM don't buy insurance, employers of that size are self-funded. They pay United or Aetna for admin services, but they pay for the actual health care themselves (with some catastrophic/stop-loss coverage)
