That was my thought too, but there are procedures to allow gov't whistleblowers to share privileged/confidential info w/Congress. And at least some of the time that might be necessary to get a full picture of a professional responsibility violation.

Anyone can submit a bar complaint in the jurisdiction where a lawyer is licensed. Accountability can take many forms, but that one needn't involve or wait for congress. Of course, not all ethical violations are particularly easy to see from the outside. www.americanbar.org/content/dam/...
