There is no way to provide reliable mail service to the entire United States profitably. Nobody in government ever complains about the Army posting a loss, but that’s because it puts money directly in the pockets of their paymasters.
The USPS posting a NINE BILLION DOLLAR LOSS!!! sounds terrible. Certainly worse than if you said "USPS costs thirty dollars per person per year" even though that means the same thing and more accurately describes a government service
