A girl is trying to walk two fluffy samoyeds but has gotten entirely tangled up in the leashes of the two dogs who are happily running circles around her. Context: one of the speakers at a packed Surprise, AZ city council meeting after it was revealed that ICE has purchased a massive warehouse in town to use as a detention facility. The City Council has said they didn't know about it, and have no authority to stop it.
