Oh shit, it's 2025, so time for a new one-post review thread of every game I play this year! I use an x/10 ranking because it helps convey general sentiment with limited characters. 10 is Maximum Finn Shit, 5 is OK, 1 Super Bad.
It's a teatament to Tom Bloom's character design chops that you still get people whooping for Layla Brimstone, a chatacter who's had a grand total of one word of dialogue the entire series.

Unfortunately Keating also introduced the concept of mutual obligations and then found that lots of public servants didn’t want to enforce rules that would cut people’s payments off and then concluded you’d have to start privatising some of it then. He laid the groundwork for Howard’s butchery
