Unfortunately I think they said they're staying in the existing continent, so it's probably going to be something more like you said, with building a town, like in the Elder Scrolls Blades mobile game.
My personal wish would be that the aftermath of the elves pushing into Cyrodil is that people flee east towards that continent over there. You arrive as refugees, and start a settlement and take over territory against a local threat and the approaching elves.
OH I HAVE THEORIES. It's obvious they've been iterating the settlement system for a long time, starting with Skyrim, then Fallout 4, 76, and Starfield, and before that a little with Morrowind.
I feel like ES6 will involve a similar town building mechanic.

I just got back from Earth 1. Simpsons was cancelled after 10 seasons, but Firefly is in season 20 and the entire cast has died and been replaced six times. I said "Like Sliders?" but they said that show ended when John Rhys-Davies was offered his own series about an opera singer that solves crimes.
Honestly at this point the power needs to be removed. Trump ruined it for everyone by setting the precedent that you can just tell people to commit crimes for you and then pardon them with impunity.
Which also happened with Biden insisting on running. It prevented anyone from getting a real foothold, including Harris. I heard people say some voters didn't even realize there was still a dem candidate after he dropped out, but I have no idea how true that was.
I'm pretty sure it's racism. He sees that the majority of people with the exemption are black, so he considers it a DEI thing and wants to get rid of it.
I think someone smarter than me could tie this into the whole "sex and porn addictions aren't real, they're just unhealthy coping mechanisms for shame about their own sexuality" thing.
I'm beginning to think the issue here isn't the people he's surrounding himself with, it's him and his refusal to follow advice like "GET AHEAD OF THE NAZI TATTOO THING".
I keep thinking how much they have to just pretend Trump doesn't exist for stories to work. Like how the pandemic is ignored a lot. There's an entire generation that's only seen Trump and Biden presidencies.
