A Hertz rental driven by an ICE agent is not a G.O.V. it's a private vehicle

Local governments can offer bonuses to tow truck drivers for enforcing this law.

Fun fact #5, while States cannot force, say, utility providers to deny utility services to federal facilities (intergovernmental immunity doctrine), States and localities *can* effectively deny NEW projects and permits by tying them up forever in zoning and land use permits (the Yucca Mtn strategy)

Fun fact #4, the Supreme Court's "anti-commandeering doctrine" holds that States can refuse to enforce federal laws or administer federal programs if the federal government cuts State funding.

No state or locality is required to house federal prisons or enforce federal law with their own resources.

Fun fact #3, the California state legislature could, if they wanted, pass a bill next week that imposed a 75% sales tax or use tax against hotels and car rental agencies who provide GSA rates to out-of-state federal law enforcement. They could aggressively enforce it.

Fun fact #2: Most state constitutuons grant the state the authority to impose and enforce exorbitant sales taxes and use taxes on private contractors doing work for the federal government (such as federal prison contractors, car rental agencies, and private airlines who contract with ICE).
