I honestly think Trump is operating outside of normal politics right now. He is relying on propaganda and an unwavering floor of support. As long as the GOP in Congress remains loyal, I'm not sure traditional popular approval dynamics matter.
Not sure why Trump wants to own 100% of that looming nightmare when Dems are offering him a way to avoid it. The GOP will never give in on the Medicaid cuts, but it seems like the ACA stuff could be a face-saving out for both sides. 2/3
