No, it's not a state because Arafat and others walked away post Oslo to get 98% of their demands. The reality is that Fatah doesn't truly believe in a Palestinian state that does not embody the entire state of Israel.

The Arabs have a 700 year history. One of conquest and forced conversion. The Imams still preach this today, which fuels hate and terrorism . Hate which denies (by design) the fundamental rights for Jews to have self determination in a modern society.

If you want to start the clock in the 1940's there were Jewish Palestinians and Arab Palestinians. But Palestine was never a country. In the 40's everyone in the world knew that the term Palestine was primarily Jewish.
But let's start the clock around 1964. The PLO, Muslim Brotherhood and the USSR.
