Most cities—including New York—calculate crime rates using this formula:

Crime Rate = (Number of Reported Crimes / Permanent Resident Population) × 1,000

This means:

The denominator is usually the number of permanent residents, based on census data.

It does not typically include commuters, tourists, or day-trippers, even though they contribute to the actual number of people present when crimes occur.

🗽 Why This Skews Manhattan's Crime Rate
Manhattan is a textbook example of how this method can distort reality:

The residential population is around 1.6 million.

But on a typical weekday, the actual population balloons to nearly 4 million, including:

~1.6 million commuters

~400,000 out-of-town visitors

~374,000 local day-trip visitors

Thousands of students, patients, and others

So when crime rates are calculated using only the 1.6 million residents, it can overstate the per capita crime rate, because the denominator is much smaller than the actual number of people exposed to crime.
