For others, the election of Donald Trump was not a surprise at all. Instead, it was the culmination of a carefully orchestrated effort to move what had become fringe views about race and immigration back into the mainstream of American politics. A single charitable foundation, the Colcom Foundation, established by the late Mellon heir Cordelia Scaife May, gave $63 million to anti-immigrant groups during the 2016 election cycle. Scaife May and her brother Richard Mellon Scaife were deeppocketed donors for conservative causes, and Scaife May held a strong conviction that overpopulation through immigration threatened the environment in the United States. When she died in 2005, her fortune went to Colcom, which she set up to support environment conservation, population reduction, and anti-immigration groups. It has over $420 million in assets in 2021.

Most of the extreme anti-immigrant groups that the Colcom Foundation funded during the 2016 election were established by a single man, John Tanton, an ophthalmologist from Petoskey, Michigan, who believed that "for European-American society and culture to persist requires a European-American majority." In an oral history in 1989, Tanton explained, "I found virtually no one was willing to talk about this! It was a forbidden topic. I tried to get some others to think about it and write about it, but I did not succeed. I finally concluded that if anything was going to happen, I would have to do it myself," which he did. Over the past forty years, Tanton founded a fleet of organizations to pursue his vision of a white America protected by strict immigration laws, including the Federation for American Immigration Reform (FAIR), the Center for Immigration Studies (CIS), the Immigration Reform Law Institute (IRLI), and Numbers USA. These innocuously named groups, which are referred to collectively as the Tanton Network, hid their white nationalist ideology as they produced reports, gave interviews to the mainstream media, and testified before Congress about the need for strict immigration laws. Tanton, who died in 2019, has been called the most influential man in America that no one has ever heard of.

Several of the groups in the Tanton Network are designated as extremist hate groups by the Southern Poverty Law Center, but the influx of tens of millions of dollars from the Colcom Foundation over the past fifteen years allowed his network to establish credibility. These groups used their growing influence to fight sanctuary city laws, promote "show me your papers" bills in state legislatures, stop bipartisan immigration reform bills, undermine the Deferred Action for Childhood Arrivals (DACA) program, and unseat prominent moderate politicians. In the 2016 campaign, they finally found a presidential candidate willing to run on their anti-immigrant agenda.

The Tanton Network also served as a pipeline for staff into Trump's campaign and his administration. Among the many key figures with close ties to these clandestine anti-immigrant groups are Trump's campaign manager and senior advisor Kellyanne Conway, who was a longtime pollster for FAIR; former attorney general Jeff Sessions, who was a keynote speaker at FAIR events and was awarded the FAIR Franklin Society Award in 2007; Kris Kobach, who chaired Trump's voter fraud commission and served as legal counsel for FAIR, IRLI, and Numbers USA; and most significantly senior advisor to the president Stephen Miller, who was the keynote speaker at a CIS event and who cited their reports to justify the administration's immigration crackdowns. With the election of Donald Trump, anti-immigrant extremists suddenly found themselves at the levers of power in the United States as many more mid-level staffers from these fringe groups flooded into jobs in the Department of Homeland Security, the Justice Department, and the White House.
