China has far more vibrant, functional local governance than the UK as well, they also change policies to suit evidence far more often than most Western nations, I have plenty of criticisms of China but in the grand scheme of things there is as much of a case for their approach as the West's imo
China has Public Services, Energy, Water, Housing, Public Transport that work because they haven't privatised them.
