It's because too many MPs didn't bother to vote, on the grounds that it was "only" a 10-minute rule motion.
Today was a very easy opportunity for the Commons to hand Farage a resounding and humiliating defeat. They missed an open goal because 337 Labour MPs recorded no vote.

All 4 @greenparty.org.uk MPs voted against it, because we believe international agreements on human rights are a good thing.

But only 63 out of 401 Labour MPs did:
